the question is over the years, what was the percentage of MGS and has it been increasing? The question is to uncover which government is the highest beneficiary? :)
Not all the content in the PDF is 100% correct especially on the EPF contribution.
The main concern is the way goverment spend our money and the national debt stood at 53% of the GDP. I won't be surprised if one day our country has to be bailed out like Greece if the government continued to spend our money in a manner which is not prudent.

From my search on the net, the % of MGS was below 4% over the years. It has been increasing recently.
